Scott’s consulting practice concentrates on helping businesses, governments, and other institutions understand and cope with U.S. export controls and sanctions. He advises and trains clients large and small, U.S.-based and abroad, on the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and related elements of Office of Foreign Assets Control (OFAC) sanctions programs.
Scott advises clients on all aspects of U.S. export controls, including jurisdiction and classification matters and eligibility for exemptions and license exceptions. He assists exporters and reexporters in obtaining licenses and other authorizations from the Directorate of Defense Trade Controls (DDTC) and the Bureau of Industry and Security (BIS). Scott excels at developing and enhancing compliance programs with experience across aerospace, defense, software, electronics, cryptography, and higher education.
Scott has been both a consultant and a sought-after export controls trainer for many years. He has personally taught many thousands of learners in the U.S., Canada, Europe, Asia, the Middle East, and Australia through public seminars, private courses, and via e-learning. From 2015 to 2025 Scott was president of the Export Compliance Training Institute (ECTI), overseeing the world’s foremost provider of export controls education. He continues to train in-house subject matter experts, business leaders, and rank-and-file staff on export controls and sanctions.
Before joining Trade Controls Consulting, Scott worked for Microsoft Corporation, where he held multiple international trade compliance roles, culminating in management of Microsoft’s export compliance program for Europe, the Middle East, and Africa while based at the company’s operation center in Ireland.
Scott received a B.A. in international studies and economics from American University. He is a licensed customs broker.
