The U.S. has recently issued a flurry of new export compliance rules aimed at preventing companies from unwittingly supporting the military of so-called “Countries of Concern”. These include the expansions of the military end use rule, the adoption of the military end user (MEU) list, and associated new due diligence and licensing obligations that are aimed at restricting the export of many items to Burma, China, Russia, and Venezuela.

At the same time, there is continued emphasis on compliance with OFAC’s 50 percent rule, which blocks companies from entering into business dealings with corporate entities where debarred and denied parties have significant shareholding.

With a keen focus on both the present and emerging needs of Descartes’ customers, Jackson leverages his 15+ years of experience in market research, strategic planning, change management and corporate development to provide meaningful insights that help increase and amplify the value clients realize from Descartes’ solutions. Scott Gearity is President of ECTI, Inc, with substantial experience in military, dual-use, and commercial export controls. His clients have ranged in size from small start-ups to some of the world’s largest companies, with a particular focus on the information technology, telecommunications, networking, and software industries. Mr. Gearity joined ECTI from Microsoft Corporation, where he was based in Ireland and managed the company’s export compliance program for Europe, the Middle East, and Africa. He continues to advise many non-US companies affected by US export controls. Mr. Gearity holds a Bachelor of Arts degree in international studies and economics from American University.
