The Foreign Trade Regulations (“FTR”), 15 CFR Part 30, that regulate the filing of the Electronic Export Information (EEI) reports under the Automated Export System, contain instructions on writing and submitting reports of suspected FTR violations as Voluntary Self-Disclosures. FTR 30.75(c)(5), states:
“Where to make voluntary self-disclosures. With the exception of voluntary disclosures of manifest violations under paragraph (c) of this section, the information constituting a Voluntary Self-Disclosure or any other correspondence pertaining to a Voluntary Self-Disclosure may be submitted to: Chief, International Trade Management Division, U.S. Census Bureau, 4600 Silver Hill Road, Washington, DC 20233. Additional instructions are found at www.census.gov/trade.”
The Census Bureau has recently reorganized, so the above information needs to be amended. VSDs should now be delivered by carrier delivery to Chief, Economic Management Division, 4600 Silver Hill Road, Room 6K-064, Suitland, MD, 20746, or if sent by U.S. Mail, addressed to Chief, Economic Management Division, 4600 Silver Hill Road, Room 6K-064, Washington, DC 20233.
