William L. Clements

William L. Clements counsels foreign and domestic parties regarding compliance with the U.S. Export Administration Regulations, the International Traffic in Arms Regulations, Office of Foreign Assets Control regulations and the U.S. Foreign Corrupt Practices Act.


Before entering the private practice of law, Mr. Clements was Corporate Counsel, International Trade Regulation, for the General Electric Company. In that capacity, Mr. Clements was the principal trade controls lawyer at GE; he advised all of GE’s industrial and financial business groups on U.S. laws and regulations relating to dual-use exports, munitions exports, economic sanctions, foreign boycotts and foreign corrupt practices. While working for GE, Mr. Clements held a Top Secret security clearance.

Prior to joining GE, Mr. Clements held a number of senior positions in the federal government, including positions with the National Security Council Staff and the U.S. Department of Commerce, Bureau of Export Administration. He also served in the office of Senator Max Baucus.


Mr. Clements holds an LL.M. in International and Comparative Law from the Georgetown University Law Center; a J.D., cum laude, from Suffolk University Law School; and a B.S. in engineering from Cornell University.  From 2005 to 2011 Mr. Clements has been recognized in Chambers USA:  America’s Leading Lawyers for Businessin the practice area of International Trade: Export Controls and Economic Sanctions. From 2004 – 2006 Mr. Clements was a member of the State Department's Defense Trade Advisory Group (DTAG). Mr. Clements is registered as a Foreign Legal Consultant
with the Law Society of Upper Canada, and is admitted to practice law in the District of Columbia and the Commonwealth of Massachusetts.
