Steven Brotherton is a Partner at Sandler, Travis & Rosenberg, P.A., resident in the San Francisco office, and leads its Export Controls and Sanctions Practice. Mr. Brotherton counsels a wide variety of clients on export controls and sanction matters, from Fortune 50 companies to mid-size companies to start-ups, on export control laws and regulations.
Mr. Brotherton’s practice encompasses advising on the requirements of the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), and sanctions regulations administered by the Office of Foreign Assets Control (OFAC). His work includes developing and implementing global export compliance programs, leading audits and investigations, developing and executing strategic export license planning and administration, and representing companies in connection with government investigations and enforcement actions.
Prior to joining STR, Mr. Brotherton managed the export controls practice at an AmLaw 100 law firm for 15 years. He began his career in export controls in an in-house position at a Fortune 50 defense and aerospace company where he supported various space, rocket, and military programs.
Mr. Brotherton is an appointed member of the U.S. Department of Commerce’s Regulations and Procedures Technical Advisory Committee, which advises the U.S. Department of Commerce on export control regulation and policy. He is also chair of CompTia's Encryption Committee. Mr. Brotherton holds a J.D. from the University of Alabama and a B.S. in international business from Auburn University and is admitted to the bar in California.
